“Interoperability and migration strategies between traditional identifier systems and DIDs are desirable and should be supported.” Interoperability sounds good, but traceability to national ID may violate some of the basic principles of an opt-in decentralised identity system.
I believe digital national ID will evolve separately from DID because governments want benefits delivered to the right persons, and this is a good thing. In doing so, they will adopt biometric solutions and (to use Vinay Gupta’s derisive phrase) “nail people to the meat”.
I believe that individuals have a right to obscurity and so we don’t want to see biometrics used in an unforgiving manner with DIDs. So SSI will evolve on a different track of ‘identification through attestation’ which is why verifiable credentials are so important.
